The average age on joining the service of
school masters at present in the service, who were recruited before the War was 27 years and 7 months, and in view of this I consider that sufficient has been done for those of the seven who were under 28 on joining. For those over 28 and under 32 on joining I recommend the grant of one additional increment and for those who were over the age of 32 two additional increments.

If these proposals are approved I suggest that the higher salaries involved should be paid with effect from 1st January, 1924, and in order that the necessary adjustment may be made in this year's accounts I should be glad if I might have a telegraphic reply to this despatch.
